Action nr.1: Consortium Management

Start date: 04/2019

End date: 03/2022

Description: A consortium Agreement is prepared based on the Atlantic area model and signed. UPORTO establishes a Bureau comprising staff with scientific, financial administration and secretarial skills. The SC appoints the AEB and also creates and implements tools and practices to ensure that objectives are achieved within time and costs, as well as the efficient communication between partners and the rules and actions to deal with conflicts. The SC meets at least bi-annually, occasionally using web-based technology.

Deliverables

Outputs title: Agreement to rule consortium and steering committee minutes.

Outputs results: An agreement is prepared and signed by all partners to role the Consortium during the project execution. The External Advisory Board is nominated. Tools and documents to support consortium management are defined and SC meetings minutes produced.

Indicators: Number of technical and scientific publications produced: 12

Expected results title: Consortium Agreement, Management tools and documents.

Expected results description: Definition and implementation of the Consortium Agreement rules and terms. Effective and timely management of all PORTOS activities. Minutes of the SC meetings describing the project progress and detailling the agreed decisions and countermeasures.

Action nr.2: Partners Activity Coordination

Start date: 04/2019

End date: 03/2022

Description: WP Leaders report to the SC, allowing this body to evaluate and take decisions on all matters related to the project execution. Coordination meetings are held to monitor progess of each WP and to indentify and solve any potential issue at an early stage. Each alternate SC meeting is combine with a Portos event (which includes a coordination meeting and a seminar) to simplify communication with the rest of the consortium (UPORTO – M1; Port of Vigo – M9; INNOSEA -M18; UoP – M27; INEGI – M36).

Outputs title: Coordination actions and activities

Outputs results:One report per meeting. Web-based and face-to-face meetings for coordination are carried out: task leader – research team, task leader – SC and Participant Genera Assembly (PGA). Topics to be decided in the PGA are selected in advance by the SC.

Indicators: Number of technical and scientific publication produced: 52

Expected results title: Coordination meetings, minuted and reports.

Expected results description:Progress of the activities in PORTOS is assessed and the partners coordinated. The future developments and collaborative research is discussed. Reports and meeting minutes make the status point and summarize the decisions taken for future reference.

Action nr.3: Liaison with Atlantic Area MA/JS

Start date: 04/2019

End date: 03/2022

Description: Liaison with the Atlantic area Managing Authority (MA) and the Joint Secretariat (JS) dealing with technical developments, position in the project timeline, re-planning of works (when necessary), financial subjects, policy issues and contractual changes, among others. Cost statements and budgetary
monitoring. The Management Bureau established in UPORTO is responsible for the action but all partners cooperate. Reports: 1st year Report, 2nd year Report, PORTOS Final Report, Financial execution reports.

Outputs title: Reporting project execution stage

Outputs results: Reports containing all information referring to the execution of the project are prepared and made available to the Atlantic area Managing Authority and the Joint Secretariat. Reprograming scenarios presented.

Indicators: Number of technical and scientific publications produced: 9

Expected results title: Execution reports of PORTOS project

Expected results description:Atlantic area Managing Authority and Joint Secretariat are informed on the evolution of the project, both in technical and financial terms, as well as about its implementation stage, the risks identified and the countermeasures defined to deal with them.

Action nr.4: Risk mitigation plan and quality management

Start date: 04/2019

End date: 03/2022

Description: The SC is responsible for the risk analysis and management (at technical and commercial levels) as well as for developing contingency plans. The rules and actions to deal with risks and conflicts are applied based on the principles defined in the Consortium Agreement. Potential internal risks: withdrawal of partners, unexpected costs, failure to meet milestones or performance targets. Other risks: lack of interest/involvement of end-users and stakeholders or failing to protect the IP developed.

Action nr.5: Sustainable development implementation

Start date: 04/2019

End date: 03/2022

Description: A Task Force is created to support the incorporation of the principles of sustainable development in PORTOS’ decision-making processes and in all planned core activities. It is responsible for the development and implementation of a strategic sustainability plan supported in 4 main subjects:
research and development, advanced training, community and society, and harbour activities. The contest “More Sustainable Ideas” to engage society with the sustainable development principles is launched.

Outputs title: Reporting on sustainable development

Outputs results: More Sustainable Ideas contest is launched and the strategic sustainability plan defined. By-annual reports containing all information referring to the sustainable development are made available to the Atlantic area Managing Authority and Joint Secretariat.

Action nr.1: Thematic seminars with stakeholders

Start date: 04/2019

End date: 03/2022

Description: Organization of one/two days seminars at different Atlantic area countries to inform stakeholders and end users (in particular: T1, T2, T5 and T6) of the PORTOS outputs O1, O2 and O3 and to involve them into the project. To ensure that deliverables meet the specific needs of the port sector. Details of themed seminars (organizer | country |month): APVIGO | SP | M9 INNOSEA | FR | M18 UoP | UK | M27 INEGI and APDL | PT | M36 All other partners help mobilizing key stakeholders. Outputs results: One report per seminar. Each report includes the programme, tasks, no and type of participants, their role, sectors, partnerships and collaborations established.

Action nr.2: PORTOS virtual community and Social Media plan

Start date: 04/2019

End date: 03/2022

Description: This action, related to objectives O1 and O4, includes: – design of PORTOS’s identity; – design and creation of the project website; – updating of the website with achievements and events, at least once quarterly; – messaging target groups via the social media, mailing lists and others, at least once per week. The 4 main languages in the Atlantic area are used to reach all the target groups. Google metrics used to gain audience insights, improving the communication strategy. All partners provide contents.

Outputs title: Reports on media plan and PORTOS virtual community

Outputs results: Each bi-annual report includes the updated newsletters, the status of the website, the number of followers and interactions per social media, the number of media news related to PORTOS in the Atlantic area countries.

Expected results title: Dissemination throughout the Atlantic area using media and creation of virtual community

Expected results description: The project outputs and activities are known by the Atlantic area communities. A virtual community is created around the project and its energy self-sufficiency approach involving key stakeholders and Atlantic area port authorities.

Action nr.3: OpenPorts exhibitions at case-study ports on Marine Renewable Energies and Sustainability

Start date: 04/2019

End date: 03/2022

Description: Three large ports organize in their facilities a two-day exhibition about marine renewable energy and sustainability each year. The advantages of using RE are presented to the local communities (T4) by
means of engaging activities, videos and didactic stands. RE exploitation, plans for each case study port (developed in WP7) are presented in the 3rd year. Events: APVIGO, Vigo, SP; APDL, Porto, PT; SFPC, Limerick, IE. Promotion materials also sent to the other ports. All partners provide support.

Outputs title: Report on OpenPorts exhibitions

Outputs results:A description of the activities carried out within the Port Open Days, including the detailed programmes, the invited talks, the activities, the number and type of attendees, and the number of media news reporting the event.

Expected results title: Participation in OpenPorts exhibitions

Expected results description: The society is informed about (marine) renewable energies and the efforts and implementation projects for their holistic integration in ports. A high number of participants is reached. The usual negative public perception about ports is changed.

Action nr.4: Scientific and technical dissemination of international conferences and business fairs

Start date: 04/2019

End date: 03/2022

Description: Some outputs of PORTOS have significant relevance on an international level (T6). To ensure the diffusion of the advances in the scope of PORTOS, three tasks are included: – Researchers of the partnerships participate in international conferences and technical/industrial fairs; – Selected publications resulting from WP4 to 7 are published in open-access journals; and – Roadmap and Guidelines towards energy self-sufficiency are edited and published. Coordinator: UNIOVI. Support: all partners.

Outputs title: Compilation of scientific and technical production

Outputs results: An annual compilation of the works presented by the researchers involved in PORTOS, including: oral communications, posters, invited lectures, articles and books. 60 publications are estimated for the 3 years and the 11 partners.

Expected results title: Public techno-scientific knowledge for the benefit of the Atlantic Area

Expected results description: The technical and scientific results of the PORTOS project are made available to the international scientific community in the area of the marine renewable energy and port activity.

Action nr.5: OpenLabs exhibitions at Universities and R&D Institutions

Start date: 04/2019

End date: 03/2022

Description: Universities and R&D institutions (UPORTO, USC, IHCantabria, UNIOVI, EIGSI, UoP and MaREI) open their doors to the local communities (T4) for a day to fulfil O4. The events are celebrated during school holidays for targeting students. The activities are: – keynotes from academia and industry, presenting their outlooks on current developments; – tours of the labs, including demonstration of technologies at
tanks, flumes, wind tunnels; – Competitions for students on renewables and sustainability.

Outputs title: Report on OpenLabs at Universities and R&D Institutions

Outputs results: A description of the activities carried out within each event, including the detailed programme, the number of attendees and a summary of the tasks developed. One OpenLab each project year (3 OpenLabs/partner).

Action nr.1: Capitalization of results and outputs from previous works

Description: Designed and implemented to offer a high quality and up-to-date information on renewable energies (renewable energy): technology information, renewable energy resources, energy storage solutions, good practices at Atlantic area ports regarding renewable energy integration, alert systems, among others. Aimed to draw attention to the potential benefits of renewable energy integration in ports and related infrastructures, to last beyond the end of the project. Information on the degree of implementation of PORTOS measures on case-study ports. Coordinator: APVigo.

Outputs title: BLUE-PORTS Energetic Observatory

Outputs results: Framework agreement signed by all partners for setting up the BLUE-PORTS Observatory. An action plan is elaborated to promote the use of renewable energies and to extend the partners collaboration beyond PORTOS conclusion (long term).

Action nr.3: Workshops directed to selected End-users

Description: Two one-day workshops directed to the main Atlantic area ports for the presentation and demonstration of results obtained for the case-study ports as well as already implemented practices, including discussions in round tables. Port associations will establish the links with the port authorities – the target group. Presentation of the roadmap and guidelines (standards) for achieving energy self-sufficiency in Atlantic area ports that could be extended to other ports. Coordinator: INEGI. Support of other partners.

Outputs title: Report on workshops directed to selected end-users

Outputs results: DSS, roadmap and guidelines to energy self-efficiency are presented to main Atlantic area ports and discussed in two workshops organized in the last part of the project to involve them as potential new users of the project results.

Action nr.4: Demo application of the Decision Support System

Start date: 12/2021

End date: 03/2022

Description: Demo application of the Decision Support System (DSS) developed in WP7 in 2 additional ports from Atlantic area regions (France and England). Collection of available data concerning those two ports and demonstration of the potential of the PORTOS energy self-sufficiency approach Awareness of the actions in the main ports of Atlantic area. This action is done in the last two months of the project, after the DSS is finished and verified. Coordinator: INEGI. Support: INNOSEA, IHCantabria, USC, MAREI and UPORTO.

Outputs title: Demonstration of the DSS in two additional ports

Outputs results: After collection of the required data/information, the DSS is applied in two additional ports (Port of Plymouth, England, and Saint- Nazaire Port, France), to demonstrate its potential for other case studies ports.

Action nr.5: Social perception and interest on Marine Renewable Energies

Start date: 04/2021

End date: 03/2022

Description: A training program, comprising 6 face-to-face three-day courses, on different marine renewable energy topics, is developed. Target attendees include staff from enterprises, public bodies, port authorities and independent developers. Training contents are developed and delivered by leading experts, among which technology providers, professional associations and recognized researchers. Thematic talks and case studies from previous works on which the partners were involved are also included. Coordinator: IHCantabria.

Outputs title: Reports on the thematic training courses

Outputs results:For each course, a report including: the detailed programme and materials, and a list of students enrolled is presented. The reference number of participants per course is 25, geographically well balanced from the different Atlantic area regions.

Action nr.1: AA Acces to UPORTO multidirectional wave basin

Start date: 01/2020

End date: 03/2021

Description: Proof of concept of one of the novel wave energy converter technologies selected by the independent selection panel at the multidirectional wave basin of UPORTO. Both the facilities and the know-how of UPORTO are focused, during a month, on testing and evaluating the selected technology. Given the characteristics of the wave basin, three-dimensional tests at a small to intermediate scale are made. UPorto Innovation deals with the IP protection.

Outputs results: Comprehensive report covering the description of the selected technology, the experimental campaign carried out (characteristics of the model, set-ups, testing conditions, etc.) and the main conclusions of the proof of concept.

Action nr.2: AA Access to USC wave/current flume

Start date: 01/2020

End date: 03/2021

Description: Proof of concept of one of the emerging technologies selected by the independent user selection panel at the wave and currents flume of the USC. Given the characteristics of the facilities, either a wave energy converter or a tidal or in-stream currents converter can be tested (two-dimensional tests at small scale). Both the facilities and the know-how of the partner are focused, during a month, on testing and evaluating the selected technology. Support protecting the IP by USC.

Both the facilities and the know-how of the partner are focused, during a month, on testing and evaluating the selected technology. Given the characteristics of the wave flume, two-dimensional tests at intermediate scale are made, eventually using a combination of waves and currents. Support protecting the IP by IHCantabria.

Description: Proof of concept of one of cutting-edge wave energy converter selected by the independent selection panel at the facilities of UoP: the wave flume and the wave basin. Both the facilities and the know-how of the partner are focused, during a month, on testing and evaluating the selected technology. Both two-dimensional tests at small scale and three-dimensional tests at intermediate are made to analyse its feasibility. Support protecting the IP by UoP.

Action nr.5: Technical assessment of novel technologies at EIGSI

Start date: 01/2020

End date: 03/2021

Description: Technical assessment of one of the emerging technologies selected by the independent selection panel. This action is centred in other technologies and energy resources (e.g., solar or geothermal). Technologies can be for energy harvesting but also for energy storage. During one month, the knowledge of EIGSI is focused on evaluating the pros and contras of that technology. At the end, new approaches to further develop it and explore its potential are presented. Support protecting the IP by EIGSI.

Outputs results:Comprehensive report covering the description of the selected technology, the evaluation carried out (procedure followed and tools employed) and the main conclusions of the technical assessment.

Description: Numerical proof of concept of one of the emerging technologies selected by the independent selection panel. The numerical capabilities enable comprehensive testing campaigns to be carried out, in which multiple device configurations and forcing conditions are analysed, leading to a cost-effective development of the technology. Description: The areas for marine renewable energy (marine renewable energy) exploitation analysis are identified on the basis of the information made available (river in-stream is considered for estuaries and adjacent areas together with the tidal resource). In these areas, the different forms of resource of interest are identified for its further study in subsequent Actions. The interest of harnessing other renewable energy (e.g., biomass; solar) is also first defined here for the three Atlantic area case-study ports. Coordinator: UNIOVI and MAREI.

Description: Based on the port requirements, numerical and physical modelling are applied to optimize one technology for harnessing river and/or tidal stream energy in the Shannon Foynes Port, Ireland. Numerical modelling is used to improve the performance of the technologies, including the PTO, structural elements (UNIOVI) and foundation protections. A pilot of the technology is tested in a wave-current flume to obtain experimental data to validate and calibrate the numerical models (USC and UNIOVI).

Action nr.4: Development of advanced energy storage systems for renewable energy integration

Description: Energy storage systems will be studied to minimize the impacts of marine renewable energy resource intermittency and maximize effective power utilization and its integration in the port electrical grid. The combination of different REs, for each port, minimizes issues, but is not enough. Hence, the use of temporarily energy storage is considered (off grid solutions) as well as the grid connectivity and how that is effectively achieved. Work done by EIGSI for the 3 case study ports. Support of IHCantabria.

Description: The energy production of WEC1, WEC2 and SEC pilots is estimated by combining the available energy resources (WP5) with the performance matrices of each optimized technology. Wave-to-wire (WW) numerical models, including the hydrodynamics of the device and the performance of the PTO, are used (IHCantabria, UPORTO, EIGSI), but artificial intelligence (AI) is also applied to robustly forecast the power generation for each technology (UNIOVI). Coordinator: UNIOVI.
